VOV.VN - Vietnam's newly issued Politburo Resolution 23 marks a major shift in policy toward overseas Vietnamese by identifying the country's 6.5 million-strong community as a strategic national resource and an integral contributor to national strength, Deputy Foreign Minister Le Thi Thu Hang said.
Speaking at a conference on implementing Politburo Resolution 23, held as part of the 33rd Diplomatic Conference, in Hanoi on August 7, Hang noted the new resolution reflects an important evolution in Vietnam's approach to overseas Vietnamese affairs.
She said a review of nearly two decades of implementing a similar document (Resolution 36 issued in 2004) and related policies showed significant progress in both awareness and action regarding overseas Vietnamese communities.
Over the past two decades, Vietnam has introduced a range of policies aimed at strengthening national unity, preserving the Vietnamese language and cultural identity among overseas communities, and mobilising the diaspora's contributions to national development.
Remittances to Vietnam rose from US$2.3 billion in 2004 to US$17.7 billion in 2025, while overseas Vietnamese intellectuals, entrepreneurs and professionals have increasingly contributed to science and technology, innovation, investment, education and international integration.
According to Deputy Minister Hang, Resolution 23 builds on the principles of Resolution 36 while introducing a new policy mindset toward overseas Vietnamese.
The focus is shifting from mobilising and supporting overseas Vietnamese to partnering with and empowering them. The resolution recognises overseas Vietnamese not only as an inseparable part of the Vietnamese nation but also as a strategic national resource, a bridge connecting Vietnam with the world and an active contributor to national development and protection.
“This represents a new stage in our thinking, recognising overseas Vietnamese as an important component of the nation’s overall strength,” she said.
“That strength is measured not only by resources within the country's borders, but also by intellectual capital, science and technology, economic potential, cultural assets and international relations.”
According to the diplomat, the resolution also places greater emphasis on developing breakthrough mechanisms to attract overseas Vietnamese experts, scientists, entrepreneurs, artists and younger generations to participate more actively in Vietnam's development.
The diaspora is also expected to play a stronger role as ‘cultural ambassadors’, helping promote Vietnam's image abroad, strengthening the standing of Vietnamese communities overseas and enhancing the country’s soft power.
Vietnamese ambassadors attending the conference agreed they would quickly translate the resolution into concrete programmes after returning to their host countries.
Vietnamese Ambassador to the Czech Republic Duong Hoai Nam said one immediate priority would be encouraging greater participation by second- and third-generation overseas Vietnamese in activities connected with their homeland while developing long-term mechanisms for the community to contribute to Vietnam's development.
“The second and third generations of Vietnamese born in the Czech Republic have integrated very well into local society. They will become an important bridge linking Vietnam and the Czech Republic in the years ahead,” he stressed.
The Ministry of Foreign Affairs called on Vietnam’s overseas representative missions to develop action plans tailored to local conditions, ensuring the effective implementation of Resolution 23.
The event concluded the seven-day 33rd Diplomatic Conference, which set out key priorities for implementing the foreign policy orientations adopted at the 14th National Party Congress.
