VOV.VN - Vietnam’s foreign policy, as outlined by the 14th National Party Congress, is expected to play a broader role in safeguarding national interests while creating new opportunities for development, mobilising international resources and enhancing the country’s global standing, according to scholars.
They said effective implementation of the Politburo’s Resolution No. 06 on foreign policy would help transform diplomacy into a key driver of sustainable growth, deeper international integration and stronger national competitiveness.
Addressing a national conference on June 11 to implement the Party’s foreign policy under Resolution No. 06, Party General Secretary and State President To Lam called for a shift in diplomatic thinking, from protecting development space to creating national development capacity; from market integration to market creation; from participating in international rules to helping shape them; and from pursuing national growth independently to advancing together with ASEAN.
According to the top leader, diplomacy should serve as a strategic instrument for expanding development opportunities while remaining closely aligned with Vietnam’s socio-economic priorities.
Dr. Dao Ngoc Bau, director of the Institute of Politics and International Relations under the Ho Chi Minh National Academy of Politics, said expanding foreign relations should not merely increase the number of international partners but also attract high-quality investment, diversify export markets, deepen participation in global supply chains and support key national projects.
He added that science and technology diplomacy should promote international cooperation in research, innovation and technology transfer, particularly in strategic sectors such as artificial intelligence, the digital economy and clean energy, helping translate international partnerships into technological capability and human resource development.
Dr. Bau also stressed that international integration should be driven by domestic development priorities. International commitments, he said, should create greater policy space, expand market access and encourage innovation for businesses and localities rather than serving diplomatic purposes alone.
Sharing this view, Dr. Nguyen Thi Thanh Van of the Ho Chi Minh National Academy of Politics said economic diplomacy should evolve into a strategic pillar supporting development and economic transformation.
She suggested Vietnam adopt a more proactive approach in selecting strategic partners and prioritise cooperation in high-value industries, including semiconductors, artificial intelligence, renewable energy, the green economy, the circular economy, food security and defence industries for peaceful purposes.
Another major priority highlighted by Party General Secretary and State President To Lam is the development of a comprehensive, modern and professional diplomatic service capable of meeting the demands of a new era.
According to Dr. Bau, this requires stronger coordination mechanisms and a unified foreign affairs system linking central and local authorities so that diplomacy is integrated into national planning and policymaking from the outset.
He also called for continued reforms in recruitment, training and evaluation to develop a diplomatic workforce with strong political commitment, international expertise and interdisciplinary knowledge spanning international law, economics, science and technology, culture and society.
Digital transformation, he noted, also requires greater application of big data, artificial intelligence and digital platforms in strategic analysis, forecasting and policymaking, alongside stronger capacity to respond to misinformation and cybersecurity challenges.
Scholars agreed that diplomacy can create opportunities, but national capacity ultimately determines how effectively those opportunities are utilised.
Dr. Van stated Vietnam’s foreign policy should be closely connected with the country’s long-term development strategy so that every diplomatic activity contributes to strengthening national resilience and competitiveness.
She emphasised that Vietnam’s diplomatic strength also derives from its cultural identity and traditional values of peace, humanity, solidarity and cooperation, which together form an important source of the country’s soft power.
At a time when the world continues to face geopolitical tensions and conflicts, she said Vietnam's image as a dynamic, responsible and reliable partner will help strengthen international trust and cooperation.
Looking ahead to 2045, Dr. Van proposed developing a diplomatic model centred on four principles: leadership, connectivity, humanity and innovation. Such an approach, she noted, would enable diplomacy to expand Vietnam’s strategic space, enhance its international standing and make a greater contribution to the country’s long-term development.
