VOV.VN - Parliamentary diplomacy is emerging as an increasingly important pillar of Vietnam-Cambodia relations, with Cambodian National Assembly President Samdech Khuon Sudary's upcoming official visit to Vietnam expected to reinforce political trust and open new avenues for legislative cooperation.
The official visit, scheduled for July 27-29 at the invitation of National Assembly Chairman Tran Thanh Man, comes as the two neighbouring countries continue to expand cooperation across politics, trade, investment, security and people-to-people exchanges.
Speaking ahead of the visit, Vietnamese Ambassador to Cambodia Nguyen Minh Vu noted parliamentary diplomacy has become an increasingly important channel for strengthening the comprehensive partnership between Vietnam and Cambodia.
As bilateral relations deepen, legislative cooperation is playing a growing role in translating high-level political consensus into practical cooperation through legislation, institutional coordination and oversight of bilateral agreements.
"The visit by National Assembly President Khuon Sudary, together with recent exchanges between senior leaders of both countries, once again demonstrates the importance both sides attach to strengthening political trust and promoting comprehensive cooperation," Vu said.
According to the ambassador, Vietnam and Cambodia have maintained an intensive pace of high-level exchanges during the first half of 2026.
Party General Secretary To Lam paid a state visit to Cambodia in February, while several other senior Vietnamese leaders also visited the country through bilateral and multilateral engagements. On the Cambodian side, Prime Minister Hun Manet and other senior officials traveled to Vietnam for major diplomatic events.
Vu affirmed these exchanges have helped reinforce strategic trust, strengthen long-term policy coordination and create favorable conditions for expanding cooperation across multiple sectors.
According to the Ambassador, parliamentary cooperation has expanded steadily since National Assembly President Khuon Sudary's first official visit to Vietnam in late 2023.
The two legislatures now maintain regular exchanges between specialised committees, friendship parliamentarian groups, young legislators and women parliamentarians, while sharing experience in legislative drafting, parliamentary oversight and institutional development.
Rather than functioning solely as a platform for political dialogue, parliamentary diplomacy is increasingly helping transform political trust into practical cooperation by supporting the implementation of bilateral agreements and creating more favourable legal frameworks for businesses and citizens.
One of the most visible symbols of this cooperation is Vietnam's support for the construction of Cambodia's National Assembly Building, inaugurated in late 2024.
The Ambassador described the project as more than an infrastructure initiative, saying it reflects the special friendship, mutual trust and long-term partnership between the two countries.
Vietnam has also assisted Cambodia in strengthening parliamentary capacity through training programmes covering Vietnamese-Khmer interpretation, information technology and parliamentary administration.
The strong political relationship continues to provide a solid foundation for expanding economic cooperation.
Vietnam is currently Cambodia's largest trading partner within ASEAN and its third-largest trading partner globally. Bilateral trade reached approximately US$11.3 billion in 2025, while trade turnover in the first six months of 2026 exceeded US$6.86 billion, up 10.3% year on year. Both governments are working toward increasing bilateral trade to US$20 billion.
Investment cooperation has also continued to expand. Vietnam currently has 229 active investment projects in Cambodia with total registered capital approaching US$3 billion, making it one of Cambodia's five largest foreign investors.
Vietnamese enterprises including Metfone, THACO AGRI and Angkor Milk continue to contribute to Cambodia's economic development through telecommunications, agriculture and food processing.
Tourism has become another bright spot in bilateral cooperation. Vietnam remained Cambodia's largest source of international visitors in 2025, with approximately 1.22 million Vietnamese tourists visiting Cambodia. Meanwhile, Vietnam welcomed nearly 700,000 Cambodian visitors, making Cambodia one of Vietnam's important inbound tourism markets.
Cooperation has also expanded in education, transportation, health care, telecommunications and cultural exchanges. Most recently, the two countries successfully organised Vietnam Cultural Week in Cambodia in June 2026, further strengthening people-to-people ties.
According to Ambassador Vu, growing exchanges, particularly among younger generations, are helping deepen mutual understanding and reinforce the long-term foundation of friendship between the two countries.
During her visit, National Assembly President Khuon Sudary is expected to hold talks with National Assembly Chairman Tran Thanh Man, pay courtesy calls on senior Vietnamese leaders and visit several economic and healthcare institutions.
Parliamentary committees from both countries are also scheduled to meet to discuss priorities for future cooperation.
Vu said the visit provides an opportunity not only to review existing cooperation but also to identify new areas for legislative collaboration, institutional development and oversight of bilateral agreements.
He expressed confidence that parliamentary diplomacy would continue serving as an effective bridge between political trust and practical cooperation.
"I hope this visit will create new momentum for cooperation between our two countries, particularly between the two National Assemblies, while further strengthening friendship and solidarity and contributing to peace, stability and development in the region," the Ambassador said.
As Southeast Asia navigates an increasingly complex geopolitical and economic landscape, Vietnam and Cambodia are seeking to broaden cooperation beyond traditional sectors into digital transformation, infrastructure connectivity, logistics, innovation and sustainable development.
Against that backdrop, parliamentary diplomacy is expected to play an even greater role in converting political trust into practical policies, stronger institutions and broader cooperation that directly benefits both countries.
The official visit by Cambodian National Assembly President Samdech Khuon Sudary therefore represents not only another milestone in bilateral exchanges, but also a renewed commitment by both countries to building a more practical, sustainable and mutually beneficial partnership for the years ahead.
