VOV.VN - Xaysomphone Phomvihane, Politburo member of the Central Committee of the Lao People’s Revolutionary Party and President of the National Assembly of Laos, consistently attached special importance to preserving and strengthening the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.
The Central Committee of the Lao People’s Revolutionary Party, the National Assembly, the Government of Laos and the Central Committee of the Lao Front for National Construction announced on August 8 that Xaysomphone Phomvihane had passed away at the age of 70.
His passing is a loss to the Party, State and people of Laos and has also brought deep sorrow to those who worked alongside him to nurture the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.
Over nearly four decades of service in leadership positions at both the local and central levels, Xaysomphone Phomvihane made significant contributions in finance, economic affairs, mass-front work, foreign affairs and legislation. Throughout his career, strengthening and developing relations with Vietnam remained a consistent hallmark of his work.
Xaysomphone Phomvihane was born on December 12, 1956, in Na Meo, Viengxay district, Houaphanh province, and joined the Lao People’s Revolutionary Party in 1976.
As a successor to his family’s revolutionary tradition and a person who held deep affection for Vietnam, he attached particular importance to preserving and promoting the great friendship, special solidarity and comprehensive cooperation between the two countries.
His career spanned many key areas of Laos’ state apparatus. After working in Savannakhet province, he successively served as Minister of Finance; Minister and Head of the Prime Minister’s Office; Chairman of the National Assembly’s Committee for Foreign Affairs and member of the National Assembly Standing Committee; Vice President of the National Assembly; President of the Central Committee of the Lao Front for National Construction; and President of the National Assembly.
He was elected to the Politburo in January 2016 and was subsequently entrusted with the position through the following terms.
In each position, he had the opportunity to contribute to different aspects of Laos’ political, economic and social life. It was also through this process that he gradually contributed to strengthening ties between the two Parties, two States and peoples of Vietnam and Laos.
As President of the Central Committee of the Lao Front for National Construction, he made significant contributions to promoting cooperation between the Lao Front for National Construction and the Vietnam Fatherland Front, strengthening exchanges of experience, consolidating ties between the two organisations and fostering closer bonds between the peoples of the two countries.
The experience and relationships he developed during this period continued to inform his work when he became President of the Lao National Assembly.
In March 2021, at the inaugural session of the ninth National Assembly, Xaysomphone Phomvihane was elected President of the National Assembly. In March 2026, at the inaugural session of the 10th National Assembly, he was re-elected to the position.
As head of Laos’ legislative body, he consistently focused on improving the quality of lawmaking, supreme oversight and decisions on major national issues. At the same time, he regarded parliamentary diplomacy as an important channel for strengthening political trust, expanding cooperation and enhancing mutual understanding among countries.
In relations with Vietnam, he consistently emphasised the effective implementation of agreements reached by the senior leaders of the two Parties and States, as well as stronger exchanges of experience in lawmaking, supreme oversight and decision-making on major national issues.
Under his leadership, the National Assemblies of Vietnam and Laos maintained regular high-level visits and contacts, while strengthening exchanges between their specialised committees and friendship parliamentarian groups. The two sides also coordinated closely at the ASEAN Inter-Parliamentary Assembly (AIPA), the Inter-Parliamentary Union (IPU) and other multilateral parliamentary forums.
For Xaysomphone Phomvihane, parliamentary cooperation went beyond exchanges between legislative bodies. It also helped translate high-level agreements into practical outcomes, creating a foundation for cooperation across a wide range of fields.
Accordingly, the two National Assemblies strengthened exchanges of experience in lawmaking and oversight and promoted cooperation in the economy, culture, education and people-to-people exchanges, contributing to deeper, more substantive and more effective cooperation between the two countries.
His focus on parliamentary relations was also part of a broader approach to Vietnam-Laos ties: strengthening political relations, building trust and creating additional channels of connectivity between the two countries, from senior leaders to organisations and the people.
Throughout his career, he consistently stressed the need to effectively implement agreements reached by the senior leaders of the two Parties and States, viewing them as an important foundation for advancing bilateral cooperation across fields.
This approach was also reflected in his efforts to promote exchanges of experience between the two sides, ranging from lawmaking and supreme oversight to economic, social, cultural and educational issues.
With nearly four decades of experience in leadership positions from the local to central levels, Xaysomphone Phomvihane brought extensive experience in areas ranging from finance and economics to mass-front affairs, foreign relations and legislation. This experience enabled him to make significant contributions to relations between the two Parties, two States and two National Assemblies, as well as to people-to-people exchanges between Vietnam and Laos.
His passing is therefore not only a loss to the Party, State and people of Laos, but also a source of deep sorrow for those who worked alongside him to nurture Vietnam-Laos relations.
His contributions to strengthening political trust, promoting parliamentary cooperation, enhancing people-to-people exchanges and implementing high-level agreements have helped lay a stronger foundation for the great friendship, special solidarity, comprehensive cooperation and strategic cohesion between Vietnam and Laos to be inherited and further developed.
