VOV.VN - Vietnam and Russia have agreed to strengthen cooperation across a range of key sectors, including the early implementation of the Ninh Thuan 1 nuclear power plant project.
The agreement was reached during a meeting in Kazan, Russia, on June 18 between Russian President Vladimir Putin and visiting Vietnamese Prime Minister Le Minh Hung, on the sidelines of the ASEAN-Russia summit to mark the 35th anniversary of their dialogue partnership.
Welcoming Prime Minister Hung and the Vietnamese delegation to Kazan, President Putin highly appreciated Vietnam’s active contributions to the success of the commemorative summit. He described Vietnam as one of Russia’s most important partners in the region and an important bridge connecting Russia with ASEAN.
The Russian leader noted that political trust between the two countries continues to deepen, creating favourable conditions for expanding cooperation in various fields. He also conveyed his greetings and best wishes to General Secretary and State President To Lam and other senior Vietnamese leaders, expressing confidence that the Government of Vietnam would continue working closely with Russia to further advance bilateral ties.
Prime Minister Hung, for his part, conveyed greetings from General Secretary and State President To Lam and other Vietnamese leaders to President Putin and congratulated Russia on the successful organisation of the ASEAN-Russia summit.
The Prime Minister reaffirmed that Vietnam consistently regards Russia as one of its leading and most important partners in its foreign policy. He stressed that despite growing uncertainties in the international environment, the traditional friendship and Comprehensive Strategic Partnership between Vietnam and Russia have continued to develop positively across multiple sectors.
Both leaders agreed to maintain regular high-level exchanges and strengthen dialogue at all levels to effectively address issues of mutual concern and further deepen bilateral cooperation.
They shared the view that defence and security cooperation remains a strategic pillar of Vietnam-Russia relations, while agreeing to expand collaboration in cybersecurity and military exchanges.
Highlighting the significant potential for future cooperation, the two sides agreed to accelerate negotiations and preparations for the implementation of the Ninh Thuan 1 nuclear power plant project. Energy, oil and gas, and civilian nuclear cooperation were identified as priority areas and key pillars of the Comprehensive Strategic Partnership.
In the economic sphere, Vietnam and Russia set a target of raising bilateral trade to US$15 billion in the coming years. The two sides also agreed to expand cooperation in mining, transportation, shipbuilding, railway modernisation and the development of international transport corridors.
Prime Minister Hung called on Russia to facilitate greater market access for Vietnamese goods, particularly agricultural and seafood products, and to consider lifting restrictions on certain Vietnamese seafood processing facilities. He also proposed expanding the list of Vietnamese enterprises eligible to export to Russia and other member states of the Eurasian Economic Union (EAEU).
The Prime Minister further suggested reviewing and upgrading the Vietnam-EAEU Free Trade Agreement to create more favourable conditions for businesses, including the removal of safeguard measures affecting Vietnamese textile and footwear exports.
On education, culture and people-to-people exchanges, President Putin expressed support for expanding Russian-language education in Southeast Asia, including Vietnam, and reaffirmed Russia’s commitment to supporting Vietnamese students studying in the country.
The two sides also agreed to ramp up tourism cooperation and cultural exchanges, accelerate plans to establish a Vietnamese Cultural Centrw in Russia, study the possibility of opening a Russian school in Hanoi, and organise a Russian cultural season in Vietnam in 2027.
On the occasion, Prime Minister Hung invited President Putin to attend the APEC Economic Leaders’ Week in Phu Quoc in 2027, noting that Russia’s participation would contribute to promoting cooperation, development, peace and stability in the region and beyond.
