PM Le Minh Hung attends ASEAN-Russia Summit in Kazan

VOV.VN - Vietnamese Prime Minister Le Minh Hung on June 18 attended the plenary session of the ASEAN-Russia Summit commemorating the 35th anniversary of relations between ASEAN and Russia, held in Kazan, the capital of Russia’s Republic of Tatarstan.

The summit brought together Russian President Vladimir Putin, ASEAN Secretary-General Kao Kim Hourn and leaders of ASEAN member states to review three and a half decades of cooperation and discuss priorities for the next phase of the ASEAN-Russia Strategic Partnership.

Vietnam’s participation underscored the country’s strong support for ASEAN-Russia cooperation and its commitment to promoting a practical, balanced and results-oriented partnership.

As one of the most active ASEAN members in supporting Russia’s engagement with the regional bloc, Vietnam reaffirms its readiness to continue serving as a bridge between ASEAN and Russia, helping expand cooperation in areas of mutual interest and creating new momentum for ties between Southeast Asia and the broader Eurasian region.

The summit took place as ASEAN and Russia seek to strengthen political commitment, revitalise cooperation mechanisms and identify strategic directions for collaboration across the three pillars of political-security, economic, and socio-cultural cooperation.

ASEAN-Russia relations have evolved significantly since 1991, when representatives of the Russian Government attended the 24th ASEAN Foreign Ministers’ Meeting in Kuala Lumpur. Russia became a full Dialogue Partner of ASEAN in 1996, laying the foundation for institutionalised cooperation.

A major milestone came in 2005 with the first ASEAN-Russia Summit in Kuala Lumpur, where both sides adopted the Joint Declaration on Progressive and Comprehensive Partnership and endorsed a Comprehensive Programme of Action for 2005–2015.

The second ASEAN-Russia Summit, hosted by Vietnam in Hanoi in 2010, reaffirmed the commitment of both sides to deeper cooperation and highlighted Vietnam’s active role in promoting Russia’s engagement in ASEAN-led mechanisms, including the East Asia Summit (EAS) and the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus).

Relations continued to expand in subsequent years. In 2016, ASEAN and Russia held a commemorative summit in Sochi marking 20 years of dialogue relations and adopted the Sochi Declaration to guide future cooperation.

The most significant upgrade came in 2018, when both sides elevated their relationship to a Strategic Partnership during the summit in Singapore. In the same year, ASEAN and the Eurasian Economic Commission signed a memorandum of understanding on economic cooperation, opening new opportunities for connectivity between Southeast Asia and Eurasia.

The partnership has since been guided by the ASEAN-Russia Comprehensive Plan of Action 2021–2025, covering a wide range of areas including trade, investment, connectivity, science and technology, digital transformation, education and people-to-people exchanges.

Supporting mechanisms have also been strengthened over the years. The ASEAN-Russia Dialogue Partnership Financial Fund was established in 2007, while Russia appointed its first Ambassador to ASEAN in 2009 and officially opened its Mission to ASEAN in 2017.

After 35 years of development, ASEAN-Russia relations have expanded across political-security, economic and socio-cultural fields, creating a solid foundation for broader and more substantive cooperation in the years ahead.

Vietnam has consistently advocated stronger ASEAN-Russia engagement and is expected to continue contributing actively to efforts aimed at fostering peace, stability, connectivity and sustainable development across the Asia-Pacific and Eurasian regions.
