Vietnam reinforces bridge role, brings new momentum to ASEAN-Russia relations

VOV.VN - Prime Minister Le Minh Hung will lead a high-ranking Vietnamese delegation to the ASEAN-Russia Commemorative Summit in Kazan on June 17-18, aiming to strengthen cooperation between ASEAN and Russia and reinforce Vietnam’s role as a strategic bridge linking Russia with Southeast Asia.

According to Deputy Foreign Minister Dang Hoang Giang, the visit underscores Vietnam’s commitment to both ASEAN and Russia while reaffirming its role as a key bridge connecting Russia with Southeast Asia.

The trip marks PM Hung’s first official visit to Russia since taking office. It comes shortly after Vietnam’s active participation in the 48th ASEAN Summit and its successful hosting of the third ASEAN Future Forum (AFF 2026), reflecting the country’s foreign policy of independence, self-reliance, diversification and multilateralisation of international relations.

Promoting Vietnam’s bridge-building role

Deputy Foreign Minister Dang Hoang Giang, who also serves as Head of the ASEAN Senior Officials’ Meeting (SOM) of Vietnam, said the overarching objective of the visit is to strengthen Vietnam’s role as a connector between ASEAN and Russia.

“The overarching goal of the visit is to further promote Vietnam’s role as a bridge, foster consensus, and contribute practical initiatives that create new momentum for ASEAN-Russia relations,” he told media workers ahead of the PM’s departure.

Vietnam has played an active role in building consensus among ASEAN member states in support of organising the commemorative summit, which celebrates the 35th anniversary of ASEAN-Russia dialogue relations established in 1991.

Notably, Vietnam is set to serve as the ASEAN-Russia Dialogue Relations Coordinator for the 2027-2030 period, providing an important platform for the country to deepen cooperation between Russia and Southeast Asia in the years ahead.

“This is not merely participation in a high-level summit but also an important step toward preparing Vietnam to contribute more substantially to shaping ASEAN-Russia cooperation in the future,” the diplomat noted.

Expanding practical cooperation

According to the Deputy Foreign Minister, Vietnam advocates a pragmatic, balanced and results-oriented approach to ASEAN-Russia cooperation.

Areas identified as having significant potential for further collaboration include trade, science and technology, digital transformation, education and training, tourism, people-to-people exchanges, non-traditional security, and energy.

Vietnam also seeks to strengthen connectivity between ASEAN and the broader Eurasian region. As the first ASEAN member to sign a free trade agreement with the Eurasian Economic Union (EAEU) in 2015, Vietnam has accumulated valuable experience in promoting trade, investment, logistics, supply-chain integration and business connectivity.

Stronger economic cooperation can help ASEAN-Russia relations move beyond political dialogue and generate tangible benefits for businesses, local communities and citizens, he said.

Summit carries strategic significance

The summit takes place amid profound global changes and growing geopolitical uncertainties. Deputy Foreign Minister Giang referenced Party General Secretary and State President To Lam’s recent assessment that the world is currently facing major challenges, including crises in the international order, development models and strategic trust.

Against this backdrop, the Kazan summit is expected to provide an important platform for ASEAN and Russian leaders to exchange views on regional and international issues, strengthen mutual understanding, build strategic trust and promote cooperation based on international law.

“The summit carries special significance that goes far beyond a commemorative event and has historical importance,” Giang stressed.

In his view, the event demonstrates the highest-level political commitment of ASEAN and Russia to their strategic partnership while highlighting Russia’s support for ASEAN centrality and ASEAN’s recognition of Russia’s role in global affairs.

Leaders are expected to review the progress of ASEAN-Russia relations, discuss key regional and international issues, and consider major documents that will guide future cooperation.

On the sidelines of the summit, Prime Minister Le Minh Hung is expected to meet Russian President Vladimir Putin and hold talks with leaders of the Republic of Tatarstan.

The meetings are anticipated to advance the implementation of existing bilateral agreements and open new avenues for cooperation under the Vietnam-Russia Comprehensive Strategic Partnership.

As ASEAN and Russia seek new drivers of cooperation after 35 years of dialogue relations, Prime Minister Le Minh Hung’s visit is expected to further demonstrate Vietnam’s proactive and responsible role within ASEAN while strengthening its position as a bridge between Russia and Southeast Asia in support of peace, stability and development.

“I am confident that, given the significance of the event, its substantive agenda and Vietnam’s thorough preparations, Prime Minister Le Minh Hung’s participation in the summit will be a success, further reinforcing Vietnam’s image as a proactive and responsible member of ASEAN, a trusted regional bridge, and a sincere and reliable partner of the Russian Federation,” the Deputy Foreign Minister concluded.
