VOV.VN - National security in the new era must move beyond its traditional role of protecting the Party, the State, the people and national sovereignty to safeguarding the foundations of Vietnam's long-term development, Party General Secretary and State President To Lam said on July 11.
Addressing a ceremony marking the 80th anniversary of the People’s Security Force (July 12, 1946 – 2026) and the presentation of the Gold Star Order, Vietnam's highest state decoration, the top leader said security today also encompasses the country's economic resilience, technological capabilities, data, information infrastructure and other strategic assets that underpin national competitiveness.
He noted that the world is experiencing its most profound and unpredictable changes since the end of the Cold War, while traditional and non-traditional security challenges have become increasingly intertwined, directly affecting every country's development environment.
Against this backdrop, Vietnam must fundamentally renew its approach to national security to meet the demands of a new stage of development, he stressed, adding that national security must be proactive, vigilant and never complacent.
“Whereas the primary mission in the past was to safeguard the Party, the State, the political system and national sovereignty from external threats, today that responsibility must also extend to protecting the factors that create national strength and competitiveness, ensuring the safe and stable operation of the country's socio-economic and technological systems,” he said.
He emphasised that safeguarding the political system and the ruling Party is a fundamental task, while human security and public trust should become the centre of all security policies.
The top leader called for a strategic shift in security thinking, from protecting individual sectors to safeguarding interconnected systems, from managing isolated risks to governing the interaction among multiple risks, and from fragmented responsibilities to integrated coordination mechanisms capable of preventing crises from escalating into strategic threats.
He said the People’s Security Force should continue playing a leading role in advising on and implementing Vietnam’s national security strategy while accelerating the application of science, technology and digital transformation to respond effectively to emerging challenges.
He also highlighted the need to broaden national security efforts into new domains, including cultural and ideological security, media and information security, cybersecurity, data security, technological security and economic security.
The force, he said, must also strengthen its capacity to counter cyber warfare, information warfare and cognitive warfare.
According to the top Party and State leader, safeguarding national security is not merely about responding to threats but also about creating a stable and secure environment that enables rapid and sustainable national development.
He therefore urged security agencies to enhance strategic forecasting, detect risks at an early stage and prepare adequate resources and response plans for emerging security challenges.
He also stressed the importance of expanding international security cooperation, contributing proactively to peace and stability in the region and beyond, alongside creating more favourable conditions for Vietnam's development.
To meet the demands of the new era, Party General Secretary and State President To Lam called for building a revolutionary, professional, elite and modern People’s Security Force that is "the most disciplined, the most loyal and the closest to the people."
In his view, every security officer should possess not only strong political commitment and absolute loyalty to the Party, the nation and the people, but also digital competence, innovative thinking, lifelong learning capabilities, adaptability, digital ethics and the mindset of a digital citizen.
At the ceremony, the top leader praised the People's Security Force for its outstanding contributions over the past eight decades to safeguarding national security, maintaining social order and protecting the country.
On behalf of the Party and the State, he presented the Gold Star Order to the People's Security Force in recognition of its exceptionally outstanding achievements in protecting national security and ensuring public order and safety.
