PM urges Lao Cai to turn strengths into growth drivers

VOV.VN - Prime Minister Le Minh Hung has urged the northern mountainous province of Lao Cai to transform its unique advantages into development resources, calling for stronger reforms, innovation and decisive action to achieve double-digit economic growth and lay the foundation for sustainable development.

Speaking at a working session with the Standing Board of the Lao Cai Provincial Party Committee on July 14, the Prime Minister stressed that the province should turn challenges into opportunities, leverage its border location as a strategic advantage and fully tap its distinct potential to drive growth.

He called on Lao Cai to effectively implement resolutions and conclusions issued by the Party Central Committee, the Politburo, the National Assembly and the Government, while shifting its growth model towards science and technology, digital transformation, higher productivity, improved competitiveness and high-quality human resources.

The Government chief instructed the province to regularly review and update growth scenarios for each sector on a monthly and quarterly basis, identify new growth drivers and maximise the potential of key industries, including border-gate economy, deep processing industries, mining, ecological agriculture, forestry and tourism.

He also urged Lao Cai to accelerate the development of green and high-tech industries, expand deep processing linked to local raw material areas, promote renewable energy and strengthen cross-border trade. Lao Cai, he said, should strive to become a modern smart logistics hub while developing tourism into a key economic sector for both the northwestern region and the country.

The province was also encouraged to promote green and circular agriculture, enhance value chains and expand the One Commune One Product (OCOP) programme alongside product traceability systems.

On public investment, the Prime Minister called for maintaining a high disbursement pace with the goal of reaching a 100% disbursement rate by the end of 2026. He instructed authorities to introduce monthly and quarterly KPI-based monitoring and reallocate capital from slow-moving projects to those with better implementation progress.

He also requested the province to accelerate the settlement of long-delayed projects and complete preparations for implementing national target programmes during the 2026–2030 period.

The Prime Minister urged Lao Cai to work closely with ministries and central agencies to remove institutional bottlenecks, effectively implement provincial planning and develop key growth poles and economic corridors based on its advantages in regional and international connectivity.

He emphasised the need to speed up major infrastructure projects, including Sa Pa international airport, the smart border gate project, the Lao Cai–Hanoi–Hai Phong railway, the expansion of the Yen Bai–Lao Cai section of the Noi Bai–Lao Cai Expressway, and transport links across the northern midland and mountainous region. Outstanding delayed projects, he said, should be resolved within 2026.

Beyond economic development, the Prime Minister requested the province to expand social and rental housing, improve the efficiency of its two-tier local government system, implement the Politburo's Resolution 57 on sciene, technolog and innovation and digital transformation, prioritise digital, electricity and telecommunications infrastructure, and strengthen social welfare, healthcare, education, sustainable poverty reduction, national defence, security and border management.

At the meeting, the Prime Minister commended Lao Cai for its socio-economic achievements in the first half of 2026 despite numerous challenges. According to the provincial authorities, the province largely fulfilled its key tasks thanks to strong leadership from the central government, broad public support and the determination of the entire political system.

However, he also pointed to several shortcomings, including the province's relatively small economic scale, GRDP growth below target, slow economic restructuring, a modest digital economy, limited FDI attraction, underdeveloped transport and digital infrastructure, delays in several major projects, shortages of high-quality human resources, persistent poverty risks in ethnic minority communities and the continuing impacts of natural disasters.

The Prime Minister agreed in principle with the province's proposals and assigned ministries and relevant agencies to consider and address them within their authority, while reporting issues beyond their jurisdiction to higher authorities to facilitate Lao Cai's rapid and sustainable development.
