Throughout revolutionary history, the Party's ideological work has always held a pioneering role, guiding the way forward, accompanying implementation, and reflecting on practical outcomes. However, the explosive growth of information technology, multi-platform media, and non-traditional cybersecurity challenges has rendered the traditional approach to "information management", inherently passive and control-oriented, no longer viable.

Politburo Resolution 25 marks a theoretical turning point by setting its central goal as "shaping public perception, bolstering public trust, and building social consensus." Moving from "management" to "leadership" requires the Party not merely to react to information flows, but to actively steer ideological trends by delivering transparent, timely, forward-looking, and highly persuasive official communications.

Nguyen Duc Trinh, President of the Vietnam Musicians' Association, noted that the ideological strategy in the new context serves as a pillar of the Party’s broader development strategy, keeping pace with comprehensive progress across economic, political, and cultural domains.

Turning digital space into a "key battleground" for ideological security

Under the core guiding principle of "Proactive-Sharp-Persuasive-Effective," Politburo Resolution 25 marks the first time the Party has mandated the ideological foundation be defended simultaneously across both physical and digital spaces, treating the digital sphere as a primary front directly tied to ideological security and national data sovereignty.

Dr. Le Trung Kien from the Ho Chi Minh National Academy of Politics notes that by expanding focus from physical to digital spaces, the Politburo has, for the first time, treated both domains with equal strategic weight and elevated digital space to a primary front. Today, the internet and social media platforms are no longer secondary tools, but have become a second living environment for people.

"Every trend in public opinion, ideological wave, or 'peaceful evolution' scheme originates and spreads in digital space before manifesting in reality. Therefore, where the internet goes, the ideological battleground follows. Coupled with a 'sharp and persuasive' approach, safeguarding 'data sovereignty' holds the key to preserving national ideological security in the digital age," Kien says.

One of the most practical outcomes of Resolution 25 is bringing ideological work to the grassroots. The resolution ends the view that this task belongs solely to propaganda organs or provincial and central officials, making it a imperative for the entire political system.

To implement this directive, the resolution outlines mandatory requirements: 100% of commune-level authorities must maintain ideological personnel and dedicated officials, with a member of the local Standing Party Committee assigned to directly oversee the work.

Ideological work is now a mandatory item on Party cell meeting agendas. Local party and government leaders must maintain regular, direct dialogue with citizens, aiming for 100% of legitimate public grievances and feedback to be received and handled at the grassroots level before festering into hotspots.

A breakthrough in Resolution 25 is its firm resolve to eliminate "formalistic ideological work" and "paper resolutions." The Party has designated "public satisfaction and trust" alongside "task completion results" as the ultimate metrics to evaluate ideological work and official competency. Annually, Party committees must review, disclose, and completely resolve pending issues that spark public grievance.

Enhancing the role of key mainstream media

In implementing Resolution 25, major press agencies serve as both a "sharp weapon" in ideological work and a "solid bridge" connecting the Party and State with the public.

Speaking on the mission of the press, Vietnam News Agency (VNA) General Director Vu Viet Trang emphasizes that major news outlets, such as Voice of Vietnam (VOV), Vietnam Television (VTV), and Vietnam News Agency, have always held a vital position in the Party's ideological work. Throughout their development, national media organizations have consistently fulfilled their role, advancing alongside the country's progress.

In the current context, press-led ideological work must focus on key tasks: raising awareness to help the entire political system understand the landscape of the new situation and national opportunities, and stepping up communication to bring policies closer to the people.

"This is a vital task. Throughout history, whenever ideological work is implemented effectively, the revolutionary cause swiftly achieves glorious victories," Trang stresses.

Resolution 25 tackles urgent ideological and cybersecurity threats while setting a strategic vision toward 2045: turning ideological work into an intrinsic capability of the Party and the nation.
