VOV.VN - Vietnam has established a central steering committee headed by Party General Secretary and State President To Lam to review practical experience and study amendments to the Communist Party of Vietnam's Charter ahead of the 15th National Party Congress.
Acting on behalf of the Politburo, the top leader signed the decision establishing the Central Steering Committee for the Review of Practical Experience and the Study of Amendments and Supplements to the Party Charter.
Under the decision, Party General Secretary and State President To Lam serves as head of the committee. Standing Secretariat member Tran Cam Tu and Head of the Party Central Committee's Organisation Commission Nguyen Duy Ngoc work as deputy heads, with Ngoc acting as the standing deputy head.
The committee comprises 44 members, including leaders of Party organisations, the National Assembly, the Government, the Vietnam Fatherland Front, the armed forces, judicial bodies and several localities.
According to the decision, the committee is tasked with reviewing practical implementation, studying amendments and supplements to the Party Charter, and preparing a draft revised Charter for submission to the Politburo and the 14th Party Central Committee, before it is presented to the 15th National Party Congress for consideration and approval.
Earlier, at a national conference on July 29 to study and implement resolutions adopted at the third plenum of the 14th Party Central Committee, Ngoc said proposed revisions to Regulation No. 20-QD/TW, which governs implementation of the Party Charter, were intended to ensure consistency with the organisational structure of Vietnam's political system following recent institutional restructuring.
He said the revisions are needed to translate the Party Central Committee's policy on Party organisational models into specific regulations, providing a political and legal basis for defining the functions, responsibilities, authority and working relationships of Party committees and Party organisations at all levels.
According to Ngoc, the revisions will adhere to the fundamental principles of the Party Charter, maintain the Party's centralised and unified leadership, preserve provisions that are appropriate, and amend only those necessary to meet the requirements of the new organisational model.
He also called on Party committees and organisations at all levels to continue promoting unity, innovation and responsibility in implementing the reforms to support national development in the new era.
